Campaign Helps Uninsured Kids Get Health Care Coverage Millions Of Children Eligible For Low-Cost Or Free Coverage

Millions of children will head back to school this Fall without one of the most important of all school supplies--health insurance.

More than 8 million children in the United States are uninsured-that means one in every 10 kids might not receive the medical care they need, when they need it, because they don't have insurance. In fact, uninsured children are 10 times more likely than insured children to miss out on needed care. Even when uninsured children do get some medical care, they often miss out on vital medical screenings and preventive care or seeing a doctor when they are sick.

To help these students start the school year off right, the Covering Kids & Families Back-to-School campaign, sponsored by the Robert Wood Johnson Foundation, is making sure that parents, grandparents and teachers of uninsured children know that low-cost or free health care coverage is available. Many uninsured children are eligible through Medicaid or the State Children's Health Insurance Program (SCHIP).

These programs cover doctor visits, prescriptions, hospitalizations and more. That means parents can put 'getting coverage for our kids' at the top of their back-to-school checklists.

"As a physician and mother, I have seen first hand that children who have health care coverage are better prepared to learn in school and better equipped to succeed in life," says Risa Lavizzo-Mourey, M.D., M.B.A., president and CEO of the Robert Wood Johnson Foundation. "Uninsured children are less likely to receive proper medical care for childhood illnesses such as sore throats, earaches and asthma-all of which can become very serious without treatment. These children are the future of our country and we need to make sure that they get the care they need."

Although these programs are in every state and the District of Columbia, many parents may not believe their kids are eligible. Because these parents are working, they may think they earn too much to qualify. Children in a family earning up to $40,000 a year or more may qualify for Medicaid and SCHIP. Eligibility is based on family size and income.

"Medicaid and the State Children's Health Insurance Program have provided millions of children with low-cost or free health care coverage, but there are millions more who are still eligible," said Sarah Shuptrine, national program director of Covering Kids & Families. "Many people still do not know about these programs, and parents in working families might assume their children would not qualify. Anyone can help get eligible kids covered. Grandparents can play an important role and are encouraged to find out about these public health coverage programs."

Speaking The Same Language: Health Care's Diversity Debate

In the U.S. some 176 languages are spoken.

This is especially apparent in hospitals when patients literally do not speak the same language as their doctor.

It is important to know that a hospital is prepared for a diverse pool of patients. Hospitals with a followed policy on language ser-vices cut down on cost and wait times for all patients, regardless of their language.

The leading language services company serving the health care market, CyraCom, has teamed up with Roper Public Affairs to learn more about the scope of the diversity challenge from various experts and thought leaders.

Its 2006 report, "Increasing Diversity: Issues and Opportunities with Providing Health Care," explores the thought leaders' perspectives on diversity. The publication also includes statistics from the Language Index, CyraCom's proprietary database of language information drawn from tracking more than 900 hospitals and health care facilities nationwide.

Information found in the study, which includes expert interviews, referenced source material and Language Index data, includes:

• Excerpts from a report that state cross-cultural issues can result in longer office visits, patient nonadherence and consent delays

• Data showing hospitals in Midwestern states-Michigan, Missouri and Nebraska-have seen the largest percentage increase in number of languages requested

• Suggestions that hospital and medical staff must deal directly with issues of language, culture and communication

• Statistics illustrating that languages most needed in hospitals served by CyraCom are Spanish, Russian, Vietnamese, Korean and Arabic

• An opinion that more than 20 percent of hospital residents are unprepared to treat new immigrants and patients with religious beliefs that may affect treatment

• Data indicating emerging languages being asked for in hospitals more and more include Somali, Bengali and Haitian Creole.

Minorities currently comprise 25 percent of the U.S. population, yet a Sullivan Commission report found minority groups account for less than 9 percent of nurses and 6 percent of physicians.

Using improved techniques to help break down language and cultural communication barriers will result in better care for everyone-with lower costs and increased understanding.

Does The Canadian Health Care System Cover Those Visiting Canada?

The Canadian Health Care System is based on several socialized health insurance plans providing full coverage to Canadian citizens and a model to follow that the American Health Care System has been analyzing for a while.

Canada counts with about 30,000 primary care doctors, who account for over half of all Canadian doctors so you will not have a problem finding a physician that can provide you with preventative care or basic medical treatment.

Specialist doctors account for 28,000 all over the country and there are countless private clinics operating in the country offering specialized medical services, although under federal law they should not provide those services covered by the Canada Health Act.

Even though, most clinics offer such services regardless the legal limitation, they are covered by private insurance policies to provide health care assistance to people that otherwise would be left without medical protection.

Private insurance in Canada may cover up to 80% of medical cost and it is available to visitors and local residents unsatisfied with their provincial or territorial health care system.

In terms of medical availability as of 2007, there is one primary care doctor for every 1000 Canadians, who spend nearly $3,300 per capita on health care attention every year.

Keep in mind that the Canadian Health Care System does not provide basic services to residents, and some of them are those that visitors usually require, such as optometrists, dental services, and prescription medication, which people have to pay.

Healthcare in Spain

Becoming ill in a foreign country is a concern for everyone, especially if you cannot understand the health system or speak the language. Although, we generally take good health for granted, we need to be prepared for any unexpected health related eventuality.

Anyone who has had the misfortune of falling seriously ill in Spain will agree that medical facilities in Spain are of a very high standard. Clinics and hospitals are very clean and Spanish doctors tend to be very thorough.

Of course, the availability of services does vary from locality to locality and you may need to travel to a neighbouring town or city for treatment.

In an emergency look for the urgencias (emergency) section of the nearest hospital. Before you have established yourself, for less urgent problems, it would be advisable to go to a private clinic to avoid a long wait.

For tourists and non-residents, form EHIC (European Health Insurance Cover) has replaced the old E111. The form E111 is no longer valid. You can apply online at www.dh.gov.uk/travellers. Am I Entitled to Free Health Care?

Spain’s public health service is known as the Instituto Nacional de la Salud (INSALUD). If you make Spanish social security contributions via your employment or your business you and your family are entitled to the same free health care as a Spanish National. Once you register to pay Social Security, you will become a member of INSALUD. You will be provided with a social security card (tarjeta) and be assigned a doctor.

If you are an EU National and have made contributions to your home Social Security scheme for two years prior to your arrival in Spain, you may be entitled to public health cover in Spain for a limited period dating from your last payment at home. In order to qualify for this, you need to take Form E-106 (pick this up at your local Social Security branch) to the local provincial office of the Instituto Nacional de la Seguridad Social.

Pensioners and those on incapacity benefit should do as above but with form E-121.

Health Care During Your Air Travel

Extended air travel or long-distance flights can bring far off destinations near, but along comes boredom, uncomfortable seating and blood circulation problems.

Hold the position as long as possible or hold your arms out flat for sometime, balancing a book on top. Rest for a while and then repeat. But while doing these comfort tricks see that you don’t disturb your co-passengers.

Besides movement, you must drink fluids as much as you can to safeguard yourself from dehydration. Avoid smoking and drinking, as this can affect blood circulation. Avoid crossing your legs while you are seated, as it can stop the blood circulation to your legs. You must wear loose-fitting and comfortable clothes while flying on long distance flights. Compression stockings can help prevent swelling and increase circulation. You should only purchase these after seeking a doctor’s advice.

My Trip To Traveler’s Health Care Utopia

Everything was going swimmingly: I got my passport, found a cheap flight, and got my two weeks off of work. I was ready for the ultimate vacation. On a tip from a friend of mine, I decided on a package tour of Meditopia, an island nation often called the jewel of the South Pacific. The brochure sent to me by Meditopia Adventure Travel displayed pristine white sand beaches, lush jungle waterfalls, charming locals, and, strangely, a photograph of their brand new hospital. ‘Our health care is free to all,’ the caption under the photo read. An avid scuba diver and lover of nature, this obscure nation seemed to provide it all.

I connected to Meditopia Air flight number 13 from Bangkok, and after sixteen hours of travel, I arrived into Healthiopolis Airport. Customs was a pretty standard procedure, although it was strange when the official seemed disappointed that I did not have any pre-existing medical conditions.

As it turned out, I arrived in the middle of monsoon season. Despite securing a very quick and efficient taxi to the hotel, I was soaking wet and shivering by the time I reached the front desk. I wasn’t going to let some rains dampen my spirit: I celebrated the first night of my vacation with a couple pork dumplings known to be a local delicacy. Before long I was dreaming of the swimming, hiking, and diving I would be doing.

The next morning, I awoke to an intense, pounding headache, a severe sore throat, sweats, and a case of diarrhea the likes of which I never had before. It was terrible, and I wasn’t sure if it was the rain that soaked me or the dumplings I had eaten the night before. There was a knock on my door.

“Meditopia Adventure Travel! I am your guide! Good morning!” a bubbly voice called.
“I am sorry, I’m very sick,” I sputtered, opening the door.
“Sir, you are not well!” a portly, amiable looking local said.
“Yes, perhaps I should sleep it off,” I tried to close the door, but the guide would not let me.
“We must take you to our brand new hospital, sir,”
“No, no, I don’t have any insurance,” I said, “at least none that would be accepted here.”
“Sir, you must understand that here, in Meditopia, we pride ourselves in our free health care. Even Yankee travelers such as yourself can get access to our state of the art facilities.”

I did not believe him, but before long I found myself in an ambulance, on the way to the hospital. Wrapped in blankets, upon entry to the hospital, I tried to fish out my HMO card, but the exceedingly friendly nurse waved it away. I waited no more than ten minutes before a two Doctors waved me into an examination room. In my feverish delirium, I continued to wave around my insurance card, knowing full well that my plan had no coverage for foreign hospitals. The doctors diagnosed my acute food poisoning, and set me up with a lavish hospital room, as well as a free prescription for the necessary antibiotics. Good lord, I tried to give the staff money every time they visited, but they refused.

I spent my entire vacation recovering in the hospital ward; it was amazing. There wasn’t even any paperwork for me to fill out. This land of Meditopia was the perfect place to get sick. Feeling refreshed, rested, and thankfully, in peak physical condition, I boarded the plane hoping to get sick here, again sometime.

Securely Connecting Health Care Communities

The health care industry is using evolving technologies to improve the practice of medicine and lower costs. One example is electronic health records, which are helping to save lives and reduce costs as more of the nation's hospitals and medical centers adopt such systems.

"Patient care requires the right information at the right time at the right place," said Rick Mac-Cornack, Ph.D., director of Quality Improvement at NPN. "Right now, if a patient is in the emergency room with chest pains, that ER needs to get faxes, printouts and old charts from each of the patient's health providers before proper care can be delivered."

Through the network, the patient's history and clinical information are immediately accessible online to both patient and provider-whether the ER is in Tacoma or Boise or whatever other communities will soon be connected to the system.

"While technology has progressed significantly, the challenge is still the same: connect 'Main Street' physicians--who represent 80 percent of the nation's medical care providers--to information when and where it is needed," said MacCornack.

What took place in New Orleans during Hurricane Katrina is an example of how frail paper records can be. Floodwaters rendered many patients' medical histories unavailable and unreadable. With secure, electronic records, this would not pose a problem.

It is estimated that if 90 percent of doctors and hospitals successfully adopt health care IT and use it effectively, it could net savings of $77 billion annually.

For the healthcare consumer, this is good news. When the community as a whole is given more choice when it comes to healthcare options, everyone benefits. In addition, the savings you accumulate in a HSA work like a retirement fund. The money grows tax-deferred like an IRA, and you can withdraw the money after age 65 to pay for non-medical expenses without penalty, although you will be required to pay taxes. It is important to note, however, that amounts withdrawn prior to age 65 are subject to penalties and taxes.

Giving the individual more consumer power when making healthcare decisions not only helps you and your family save money, but also creates an environment in which healthcare costs in general become more reasonably priced. Essentially, the price of healthcare is so high because free market forces have little sway in the realm of healthcare products and services. Insurance coverage causes a disconnection between the consumer and the item purchased. When you visit the doctor or purchase a prescription from the pharmacist, you don’t know the real price tag. All you see is your insurance payment and the price you pay at the cash register, after your insurance company pays the balance.

The United States is a country dedicated to the principles of free trade, the freedom of businesses to rise, grow, and mature, to employ the nation's citizens, to use its infrastructure, and to profit. Business is the lifeblood of the American way of life, a way of life that Americans have defended with blood, sweat, and tears. With the passage of the health care reform bill of 2010, small businesses will be given help to meet this responsibility, and still be able to make a profit.

Assigning to business the provision of health care plans for their employees was the country's way of affirming that many people become ill as a result of working hard, that businesses 'use up' these people, and that businesses have a moral responsibility to care for their employees, some of whom virtually give up their lives for the company's goals. Teddy Roosevelt expressed this understanding when he castigated business for “throwing back upon the community the human wreckage due to its wear and tear.” For him, and as it turned out, for the nation, business could meet its responsibility to its employees and to the nation by providing insured health care.

In the future, robots might well run the whole enterprise, but for now, businesses require people to achieve their business goals. It's also true that work does takes its toll on humans, on their bodies, minds, and family life. Before business was assigned the responsibility of providing health care plans for their employees, the money paid to the employee was regarded as compensation for both the work performed and the cost to the employee's health. That changed, as the impact of work on the employee became clearer, and the dependence of business on the employee was no longer understated. Eventually, compensation for labor was no longer strictly defined by a paycheck; fair compensation came to include health insurance. Today, its no longer just an expectation; health insurance in now our national law.

The United States health care reform bill of 2010 requires businesses employing 50 persons or more to provide health insurance to their employees. However, this provision doesn't take effect until 2014, four years from now. In the meantime, to encourage business to provide health care coverage for their employees now, small businesses will receive tax credit incentives if they do. This will enable small businesses to achieve a better bottom line than they currently enjoy, due to the high cost of medical insurance, including their group health care plans.

Whether the rationale for assigning health care coverage to businesses today is valid or not, business has been irrevocably assigned the task. At least you can be sure your competitors are having their profits reduced by the same health care expense. They're not going to have the extra profit to spend on quality improvement any more than you are. Quality products and services are what made the U.S. the great economic power that it was. Quality employees are a significant factor in creating quality products and services. Finding and training good employees can be expensive. Inexpensive, but comprehensive health care plans can be used as an enticement for getting and keeping quality employees. Your employees will, at some point, get sick. Without medical treatment, they could be absent a long time or could even die. Getting them healthy as quickly as possible and keeping them alive, as crude as it may sound, increases the probability that your company will continue to provide the quality products or services that keep your profits high. The burden may be hard, although there are also some benefits to be gained. However, the real prize of providing health care plans is in being not only a profitable company, but a noble one.
