Michael Rasmussen deliberately misled the UCI regarding his whereabouts prior to the Tour de France, and should not have been allowed to start the Tour, an independent inquiry decided. The 48 page report compiled by the independent Vogelzang Committee set up by Rabobank was released on Monday, and in part two of a two part series Cyclingnews' Susan Westemeyer breaks down the facts.

The team has an elaborate structure, with a Supervisory Board, which oversees the Board of Directors. DULUTH - Jim Jackson notched a goal and a pair of assists while Dirk Southern pushed his point scoring streak to eight games, helping the Gladiators to a 6-4 win over the Mississippi Sea Wolves on Friday night at the Arena at Gwinnett Center. Gwinnett improves to 8-1-0 on the season continuing their best start in team history. Derek Nesbitt gave the Gladiators a 1-0 lead on the Mississippi Sea Wolves with just 34 seconds left in the first period with his 7th goal of the season. Picking up a rebound in the slot, Nesbitt whipped the puck past Mississippi netminder Morgan Cey for the marker. Jimmy Jackson collected an assist on the goal as he took the initial shot, setting up the rebound opportunity for Nesbitt. Gwinnett took a 2-0 lead on Jackson's 3rd goal of the season. Picking up a rebound along the goal line, Jackson beat Cey on a second chance in front of the Mississippi net for the marker.

Thousands join Seattle march against war

Thousands of people from all over the Pacific Northwest marched boisterously against the Iraq war in Seattle today.

A small group of Iraq war veterans took a lead role at the front of the march, which was swelled by peace groups from Washington and Oregon.

Chanan Suarezdiaz, 25, a Navy medic wounded while supporting the Marine Corps in Ramadi, Iraq, spoke from the stage at the main rallying point in Occidental Park, which was filled by the crowd.

"This is a racist war of oppression," said Suarezdiaz. "This is a war for profit."

At his prompting, protesters raised their fists in the air "in solidarity with the Iraqi people."

At the front of the demonstration, protesters stood a tightly packed 30-abreast as they marched down Jackson Street toward Pioneer Square from the initial rallying point at Judkins Park.

Making merry

The rumble of heavy equipment echoed through an empty Arden Fair mall as two dozen construction workers, electricians, forklift drivers, stage designers and artists scampered to dress the mall for the holidays.

Going into Sunday night, they were four hours behind schedule. The delay irked Greg Cunningham, the gray-haired, portly owner of the company creating the after-hours ruckus, Modesto-based JCD Atmospheric Studios Inc. The project might not finish by Monday morning, he said, delayed by poor parts labeling and forgetfulness.

JCD does its business when no one else is around, working in relative obscurity as one of the few companies statewide that decorate huge spaces. Its clients include Lake Tahoe casinos and landmark office building landlords. The biggest jobs pay $150,000 or more.

Vietnam speeds up ODA disbursement

VietNamNet Bridge Around US$1.438 billion of official development assistance (ODA) capital was disbursed in the first nine months of 2007, accounting for 76% of Vietnam's annual plan, reported Deputy Minister of Planning and Investment Cao Viet Sinh.

Of this number, loan capital is $1.242 billion and non-refundable aid is around $196 million.

According to the Ministry of Planning and Investment, the total ODA capital committed by donors through agreements in the nine months reached around $2.097 billion, including $1.968 billion of loans and $129 million of non-refundable aid.

Loan agreements signed this year are mainly for industrial, health, education, and environmental projects, especially projects of the World Bank (WB) and the Asian Development Bank (ADB).

MUMBAI: Amitabh Bachchan is earning in crores through films and brand endorsements, but his remuneration as a director in a listed company is peanuts at just Rs 2,500 for a full year.

In contrast, Amar Singh (a Samajwadi Party leader) got a whopping Rs 32.10 lakh for 2006-07 from the same company that the Big B is attached to.

The only difference being that Singh is promoter and executive chairman of BSE-listed Energy Development Co Ltd (EDCL), while Bachchan is a non-executive director, according to the information available with stock exchanges.

However, when it comes to the shareholding in EDCL, Bachchan's holding is worth over Rs 18 crore, against about Rs 9-crore shares lying with Singh and his wife.

Singh's wife Pankaja Kumari Singh, also a promoter, earned Rs 10,000 for being a director in the same company.

O'Connor: Don't elect judges

Retired Supreme Court Justice Sandra Day O'Connor said Wednesday that she'd do away with electing judges and make prosecutors and defense lawyers interchangeable as a way of improving the U.S. justice system.

O'Connor, who has spent much of her 21 months in retirement defending judicial independence, said judges who must run in partisan elections risk being compromised by the growing amount of campaign cash they must raise.

"If I could wave a magic wand ... I would wave it to secure some kind of merit selection of judges across the country," O'Connor said at a conference on her majority opinion in Strickland v. Washington in 1984, which set standards for determining whether a lawyer is providing competent representation.

O'Connor's home state of Arizona switched from partisan elections of judges to an appointed system in the 1970s.

Seventeen Lake County firefighters do battle with Southern California blazes

LAKE COUNTY - The 23 fires in Southern California that raged last week are under control, but Gov. Arnold Schwarzenegger isn't taking any chances.

In the wake of a weather forecast predicting a return of strong winds this weekend that could fan the remaining flames, he's instructed Cal Fire and Southern California firefighters to stay on-call. The request wasn't extended to north coast firefighters who traveled south and returned home this week after fires were contained.

As one Lake County firefighter said, the 17 district firefighters sent south are recuperating from "an awful week," where at times they could see no farther than 20 feet due to the heavy smoke that whipped around them in 40 mph gusts.

But overall the experience was a satisfactory one for the Lake County crew, who saved about 50 homes with only one structure loss in the 12,759-acre San Bernardino Slide Fire.

CSO plans tribute to musical

Celebrating the 50th anniversary of the musical that set Broadway on its ear, selected songs from "West Side Story" will be included in the concert "Bernstein's Broadway," to be performed Saturday by the Charleston Symphony Orchestra.

Resident Conductor Scott Terrell, who will lead the tribute that opens the McCrady's Pops season, explains, "For the audience to understand how shocking 'West Side Story' was when it opened in 1957, I have included songs from 'The Music Man' and 'My Fair Lady,' which were extremely popular at the time, and also some earlier work by (Leonard) Bernstein such as 'The Times Square Ballet' from 'On the Town,' so we can see how he developed through the years as a composer.

"Also, when you hear the music from 'The Music Man' that beat out 'West Side Story' for a Tony Award for Best Musical, you see how far Bernstein's composition strayed from the upbeat Americana popular at the time," Terrell adds.

Bombardier to invest $250 million in Mexican

Bombardier has not manufactured parts and components for its aircraft to date, preferring to assemble them at Queretaro, which employs 3,000 people.

The new facilities will be operational in about seven years.

Copperfield rape allegations being investigated

A federal grand jury in Seattle is now investigating the rape allegations made by a 21-year-old Washington state woman who claims world-recognized magician David Copperfield raped, assaulted and threatened her while at his private island during a July vacation in The Bahamas.

This report was made yesterday by the Seattle Times and the Washington Post, which both claimed that at least three federal law enforcement officials have confirmed the reports.

Last week media houses around the world reported that the Federal Bureau of Investigations (FBI) was investigating the situation after the victim, whose name has been withheld, reported it to a Seattle police station. However, although the crime did allegedly occur in

IBM offers 'green' certificates to data center power misers

IBM is launching an initiative to give its corporate customers a way to measure and potentially monetize energy-efficiency measures in their data centers using an emerging form of currency.

The computing giant on Friday detailed a program that will let companies earn energy-efficient certificates, which are awarded after a company undertakes a project to lower its data center power consumption. It's part of its Big Green Innovations program to invest in clean tech.

Kelly Walters, a junior at the University of Arkansas, was surprised when American Express called her cell phone recently soliciting her business."I don't know how they got my number because I have never signed up for a major credit card, despite hundreds of opportunities," Walters said. EBRD Loans $92 Million To Clean Up Azerbaijani Power Plant

LONDON -(Dow Jones)- The European Bank for Reconstruction and Development said Wednesday that it's granting a $92 million loan to Azerbaijani power utility Azerenerji to help cut carbon dioxide emissions and improve reliability and safety at the company's 2,400 megawatt oil and gas fired plant AzDRES.

"The loan will be used to finance a recently signed contract between the state-owned power utility Azerenerji and China National Electric Equipment Corporation to improve the plant's reliability, efficiency, health and safety conditions and to reduce carbon dioxide emissions. The financing complements an initial $115 million loan by the EBRD signed in November 2006," a release by the EBRD says.

The ERBD adds that the project to cut CO2 emissions at the power plant may be eligible to participate in the Kyoto protocol Clean Development Mechanism.

S&P Revises Freddie Mac Ratings Outlook

Credit rating agency Standard & Poor's said Tuesday it lowered its outlook on mortgage financier Freddie Mac's ratings on risk to the government, subordinated debt and preferred stock to negative from stable due to disappearing liquidity.

A negative outlook means there is about a one in three chance S&P will cut a credit rating in the next two years.

S&P also affirmed its investment-grade "AAA" rating on Freddie Mac's senior secured and senior unsecured debt.

"The negative outlook on the risk to the government rating, subordinated debt, and preferred stock ratings reflects the weaker earnings and the outlook for lower earnings in the near-to-intermediate term given the continued high degree of GAAP earnings volatility, primarily driven by accounting mark-to-market-standards," Victoria Wagner, Standard & Poor's credit analyst, said in a statement.
